2011 Tornado Debris removal from Neuse Buffer Streams

History and Background

The City of Raleigh is still recovering from tornadoes that came through the area on April 16, 2011. Many homes and buildings are still being repaired or rebuilt and some streams remain blocked where trees and debris fell into them.

The City conducted an inventory of downed trees negatively impacting natural stream flows along the path of the April tornadoes. Most impacted streams are on privately owned land and while much assistance was available to clear debris off of buildings and streets, little help was available to remove trees and other debris obstructing streams. In order to provide some assistance, the City Council authorized funding for City assistance to remove trees and debris obstructing streams on private properties in the areas impacted along the path of the tornadoes.

During the Spring of 2012, City staff will be coordinating with Jay's Lawn & Landscape, Co. to schedule properties to begin tree and debris removal from streams on private property in areas affected by the April 16 tornadoes. Property owners will be invited to meet with a City representiitve and the contractor before work begins on their property to discuss the work.

Areas hardest hit include:

  • Marlborough Road,
  • Beehnon Way,
  • Skycrest Road,
  • Valley Stream Drive areas.

Impacted property owners will be notified of the program and will need to respond to the City of Raleigh in order to participate in the program.

Project Scope

The clean-up work will occur in designated stream segments along the path of the April 2011 Tornado. The tornado deposited both vegetative and non-vegetative debris along its path. A large portion of the work involves cutting, moving, collecting, removing and hauling of vegetative debris. The work shall consist of the removal and disposal of vegetative and non-vegetative debris deposited in the main creek channel.

The estimated work consists of removing an approximately 1,436 fallen trees from streams on or adjacent to approximately 463 properties within Raleigh's city limits.

Goals and Objectives

Remove fallen trees from targeted streams to reduce the possibility of present and future flooding.

Project Schedule

Execute contract and begin work: March 2012


Construction process complete: October 2012

Meeting Schedules

Property owners will be notified by the contractor 10 days prior to begining work in their community.
