Approval Given to Property Owner Financing Provision for Stormwater Quality Cost Share Program

The Raleigh City Council unanimously approved a provision that allows property owners to use installment payments for their share of the cost of stormwater management projects partially funded through a City program in it's meeting held on Feb. 21.
The City of Raleigh’s Stormwater Utility Division offers the Stormwater Quality Cost Share Program to homeowners, businesses, and public or government agencies wanting to improve the quality of stormwater runoff on their property. The program is funded by stormwater utility fees. For qualified applicants in the Stormwater Quality Cost Share Program, the City will pay a portion of the cost of design and construction of water quality devices, such as cisterns or green roofs.
When the policy for the program was approved by the City Council in 2009, no provision was included to allow property owners to finance their portion of the project costs. The provision adopted patterned after the City’s Stormwater Drainage Policy, allows petitioners to use installment payments for their share of the costs provided they meet certain conditions.
