Utility Billing Landlord Program

This program provides landlords access to continuous utility service at all properties they identify for the Landlord Program.  Many landlords find this helpful for showing, cleaning or making repairs to their properties between tenants.

 

Landlord Program

The City of Raleigh's Landlord Program is a billing option specifically for landlords, management companies, apartment complexes, and rental agencies. It will automatically default all City of Raleigh utility services to your account between tenants.

How it Works

1. Landlord completes and submits the online Landlord Authorization Form, providing the total number of properties to be enrolled, then listing up to 10 properties at a time. For more than 10 properties, complete the form again and check the box indicating that this is a continuation form, then list the next 10 properties, submit and repeat until all properties have been listed and submitted.

NOTE: Please allow 7-10 days for the authorization form to be processed.

2. When a tenant contacts Utility Billing to close their utility account at an enrolled address, a field technician is dispatched to obtain a final meter reading for the tenant's account and final billing.

3. The account then becomes active in the landlord's name, with no disruption of services.

4. When the new tenant contacts Utility Billing to open an account at the enrolled address, a field technician is dispatched to obtain a final meter reading for the landlord's account and final billing.

5. A new account becomes active in the new tenant's name, with no disruption of services.

Notification of change in tenants must be communicated to Utility Billing to ensure proper billing.

Sale of Property

Landlord must contact Utility Billing prior to the sale date of any property that is enrolled in the Landlord Program. This notification is necessary to properly terminate the program and perform any relevant utility service activities at the property. If notification is not given to Utility Billing, the Landlord will be charged up and until the time of notification.
