Utility Rates effective July 1, 2013
On June 18, 2013, the Raleigh City Council adopted the official schedule of rates, charges and rents for water, sewer and reuse water utility billed on or after July 1, 2013 regardless of the date of delivery of service, for the Raleigh and Garner service delivery areas. (Ordinance No. 2013-206)

Tiered Water Rates - Raleigh and Garner
Water rates for Raleigh and Garner have 3 rate tiers based on consumption. Each tier is billed at a different rate. Customers who use less water will be charged a lower rate.
Residential Water Rates:
- Tier 1 = 0-4 CCF billed at $2.28
- Tier 2 = 5-10 CCF billed at $3.80
- Tier 3 = 11+ CCF billed at $5.07
Non-Residential Water Rate: $2.95
Irrigation Rate: $5.07
1 CCF = 748 gallons
To determine the number of gallons of water used, simply multiply the number of CCFs (the consumption number on the water bill) by 748.

Schedule of Fees effective July 1, 2013
Utility Service deposits will be required for initiation of services based upon the following criteria:
- New Customer Accounts will be assessed the full deposit amount.
- Existing Customer Accounts in Good Standing (based on payment history with Utility Billing) where the account holder's social security number or tax ID number is not on file with Utility Billing will be assessed the full deposit amount when requesting new service or transferring service.
- Existing Customer Accounts Not in Good Standing (based on payment history with Utility Billing) will be assessed the full deposit amount when requesting new service or transferring service.
Utility Service deposits will not be required for initiation of services based upon the following criteria:
- Existing Customer Accounts in Good Standing (based on payment history with Utility Billing) where the accountholder's social security number or tax ID number is on file with Utility Billing will not be assessed a deposit.
- $50 Residential Customers
- $50 Institutional Customers
- $50 Commercial Customers
- $50 Sewer Only Customers
- Deposits (without interest) will be credited and applied to the customer's account after 12 months of good payment history, as determined by the Utility Billing system.
- If the account is closed, a deposit refund check will be issued instead of a credit.
After-Hours Reconnection Fee
$50 will be assessed for service restoration when the request is made after normal business hours.
Customers may request service restoration at no additional cost between 8:30 am and 5:00 pm Monday through Friday, excluding holidays.
Late Fees and Delinquent Fees
Late Fees of $5.00 or 1.5% of the past due balance (whichever is greater) will be applied to accounts each month if payment has not been received on or before the due date.
Delinquent accounts that are past due and have been disconnected or have received a notice of disconnection (hang tag) will be assessed a Delinquent Fee of $50.
Restoration of services will occur after the past due balance has been received by the City of Raleigh.More Information about Delinquent and Late Fees
Meter Re-Read Fee
$35 will be assessed each time a customer requests verification of the original reading obtained by Public Utilities, and the reading is validated as correct.
If the original reading is found to be invalid, the customer will not be assessed this fee.
Meter Tampering Fee
$500 fee will be applied to the responsible party's account for the premise in question if service restoration is performed by anyone (including licensed plumbers) other than authorized City of Raleigh staff, or if a "jumper" is found in the meter box at said premise.
If tampering occurs at a residence one or more times, the City of Raleigh has the right to remove the water meter. If meter removal occurs due to tampering or non-payment of account, the customer will be assessed $125 at the time of service restoration, plus applicable fees for any required repairs if damage to the lines, meter or box occurred. Service restoration will occur when the account is paid in full.
Meter tampering is also a criminal offense and violators will be prosecuted.
$100 per incident for tampering investigation. This fee will be in addition to any tampering fines charged by Public Utilities Code Enforcement.More Information on Tampering with Water Meters
Service Initiation Fee
$50 will be assessed to cover fees associated with administration of the account and/or the initial meter reading. The Service Initiation fee will be charged per meter to all customers establishing service in their name for utility services (to include new service, transfer of service, account ownership change, etc.).
Sec. 2-3002. - EACH METER IS THE BASIS FOR CHARGES AND RATES, ETC.
When two (2) or more meters are used to measure the consumption of water by the occupants of property belonging to a public or private owner, the water consumed as measured by each meter shall be the basis upon which charges and rates are determined, and the owner of such property shall not be permitted to pay for such water consumed upon the basis of the aggregate of water passing through all of such meters; each meter is billed separately.

The City of Raleigh assesses a $50 Service Initiation Fee per Meter (Water, Irrigation, etc) to cover fees associated with the administration of the account. The Service Initiation Fee is charged to all customers establishing service in their name.
The service initiation fee will be waived for landlords who have registered with Utility Billing for the Landlord Program. With the Landlord Program, the utility services will remain active and billed to the landlord between tenants.More Information on the Landlord Program
Watershed Protection Fee
The Watershed Protection Fee is a funding mechanism for the City's water supply protection programs. The City will impose a fee of $0.0748 per ccf (per 100 cubic feet of water) for Raleigh and Garner water customers. The funds will be used to pay for the Upper Neuse Clean Water Initiative, as well as additional drinking water quality improvements to the treatment system, or for protective restoration projects.
The Upper Neuse Clean Water Initiative is a land trust partnership created to protect the areas most critical to the long-term health of the drinking water supplies for the communities in the Upper Neuse River Basin. Protection efforts include acquiring parcels of land through conservation agreements, purchases, or donations within the Falls Lake watershed. Funds from the program are also expected to be available to help purchase easements around Lake Benson and possibly around the future Little River Reservoir.
