Utility Rates effective July 1, 2014
The only volumetric increase to Raleigh's utility rates this year is a 4.4% increase in the Waste Water (Sewer) charges.
The City of Raleigh adopted a $1.00 increase in their Residential Solid Waste Fee.
New Water and Waste Water (Sewer) Infrastructure Replacement Charges have been adopted to help fund replacement of aging infrastructure of the Water Distribution and Waste Water systems. The new charges will be billed to all utilities customers serviced and billed by the City of Raleigh.
Raleigh, Garner, Rolesville (and Wake Forest effective December 1, 2014)
On June 9, 2014, Raleigh's City Council adopted the official schedule of rates, charges and rents for water, sewer and reuse water utility billed on or after July 1, 2014 regardless of the date of delivery of service, for the Raleigh, Garner and Rolesville service delivery areas. (Ordinance No. 2014-317)
Knightdale, Wendell, Zebulon
New rates effective July 1, 2014 were also adopted by the towns of Knightdale, Wendell and Zebulon.
Wake Forest (prior to December 1, 2014)
No rate changes were adopted by the town of Wake Forest for July 1, 2014 through November 30, 2014.
Effective July 1, 2014, there are no increases to water administrative fees or waste water administrative fees billed by the City of Raleigh.
The City of Raleigh bills administrative fees to all utility customers based on water and waste water services provided.
Administrative fees cover these important components:
- BILLING - This portion is based on the costs associated with the Meter Operations Division and the Utility Billing Division of the City's Public Utilities Department.
- READINESS TO SERVE - This portion is based on some of the costs for Capital Improvements, Administrative and Utilities Support functions. In other words, this component partially funds maintenance of the infrastructure required to provide utility services to each customer.
Tiered Water Rates - Raleigh, Garner, Rolesville
There have been no increases to Raleigh's tiered or non-residential charges since the tiered rate structure was introduced in November, 2010.
Water rates for Raleigh, Garner and Rolesville have 3 rate tiers based on consumption. Each tier is billed at a different rate.
Residential Water Rates:
- Tier 1 = 0-4 CCF billed at $2.28
- Tier 2 = 5-10 CCF billed at $3.80
- Tier 3 = 11+ CCF billed at $5.07
Non-Residential Water Rate: $2.95
Irrigation Rate: $5.07
1 CCF = 748 gallons
To determine the amount of water used in gallons, simply multiply the number of CCFs (the consumption number on the water bill) by 748.
Watershed Protection Fee
There is no increase to Raleigh's Watershed Protection Fee this year.
The Watershed Protection Fee is a funding mechanism for the City's water supply protection programs. The City will impose a fee of $0.0748 per CCF (per 100 cubic feet of water) for Raleigh, Garner and Rolesville water customers. The funds are used to pay for the Upper Neuse Clean Water Initiative, as well as additional drinking water quality improvements to the treatment system, and/or for protective restoration projects.
The Upper Neuse Clean Water Initiative is a land trust partnership created to protect the areas most critical to the long-term health of the drinking water supplies for the communities in the Upper Neuse River Basin. Protection efforts include acquiring parcels of land through conservation agreements, purchases, or donations within the Falls Lake watershed. Funds from the program are also expected to be available to help purchase easements around Lake Benson and possibly around the future Little River Reservoir.
Infrastructure Replacement Charges
Charges have been adopted effective July 1, 2014 to help fund replacement of aging
infrastructure of the Water Distribution and Waste Water systems. This is a monthly charge based on each individual meter size.
These new charges will apply to ALL UTILITY CUSTOMERS serviced and billed by the City of Raleigh. The charges will be assessed per meter and based on meter size.
There is one Infrastructure Replacement Charge for water service, and there is another Infrastructure Replacement Charge for waste water (sewer) service.
Deposits & Fees

Schedule of Fees effective July 1, 2014
Utility Service deposits will be required for initiation of services based upon the following criteria:
- New Customer Accounts will be assessed the full deposit amount.
- Existing Customer Accounts in Good Standing (based on payment history with Utility Billing) where the account holder's social security number or tax ID number is not on file with Utility Billing will be assessed the full deposit amount when requesting new service or transferring service.
- Existing Customer Accounts Not in Good Standing (based on payment history with Utility Billing) will be assessed the full deposit amount when requesting new service or transferring service.
Utility Service deposits will not be required for initiation of services based upon the following criteria:
- Existing Customer Accounts in Good Standing (based on payment history with Utility Billing) where the accountholder's social security number or tax ID number is on file with Utility Billing will not be assessed a deposit.
- $50 Residential Customers
- $50 Institutional Customers
- $50 Commercial Customers
- $50 Sewer Only Customers
Deposit Credits and Refunds
- Deposits (without interest) will be credited and applied to the customer's account after 12 months of good payment history, as determined by the Utility Billing system.
- If the account is closed, a deposit refund check will be issued instead of a credit.
Late Fees and Delinquent Fees
Late Fees of $5.00 or 1.5% of the past due balance (whichever is greater) will be applied to accounts each month if payment has not been received on or before the due date.
Delinquent accounts that are past due and have been disconnected or have received a notice of disconnection (hang tag) will be assessed a Delinquent Fee of $50.
Restoration of services will occur after payment of the delinquent account balance has been received by the City of Raleigh.More Information about Delinquent and Late Fees
After-Hours Reconnection Fee
There will be an additional $50 after-hours service restoration fee assessed on accounts that have been disconnected for nonpayment, when payment of the delinquent balance has been received and the customer authorizes reconnection outside of normal business hours.
Service restoration will be done following payment at no additional cost between 8:30 am and 5:00 pm Monday through Friday, excluding holidays.
Meter Re-Read Fee
$35 will be assessed each time a customer requests verification of the original reading obtained by Public Utilities, and the reading is validated as correct.
If the original reading is found to be invalid, the customer will not be assessed this fee.
Meter Tampering Fee & Tampering Civil Penalty
$100 Tampering Fee per incident will be applied for Meter Tampering. This fee will be applied to the responsible party's account for the premise in question if service restoration is performed by anyone (including licensed plumbers) other than authorized City of Raleigh staff, or if a "jumper" is found in the meter box at said premise. This fee will be in addition to any tampering fines charged by Public Utilities Code Enforcement.
If tampering occurs at a residence one or more times, the City of Raleigh has the right to remove the water meter. If meter removal occurs due to tampering or non-payment of account, the customer will be assessed $125 at the time of service restoration ($50 Meter Removal fee and $75 Meter Restoration fee), plus applicable fees for any required repairs if damage to the lines, meter or box occurred. Service restoration will occur when the account balance is paid in full.
A civil penalty of $500 may also be applied to the responsible party's account when Meter Tampering has occurred. In addition, there could be criminal charges brought against the parties involved.

Service Initiation Fee
$50 will be assessed to cover fees associated with administration of the account and/or the initial meter reading. The Service Initiation fee will be charged per meter to all customers establishing service in their name for utility services (to include new service, transfer of service, account ownership change, etc.).
Sec. 2-3002. - EACH METER IS THE BASIS FOR CHARGES AND RATES, ETC.
When two (2) or more meters are used to measure the consumption of water by the occupants of property belonging to a public or private owner, the water consumed as measured by each meter shall be the basis upon which charges and rates are determined, and the owner of such property shall not be permitted to pay for such water consumed upon the basis of the aggregate of water passing through all of such meters; each meter is billed separately.

The City of Raleigh assesses a $50 Service Initiation Fee per Meter (Water, Irrigation, etc) to cover fees associated with the administration of the account. The Service Initiation Fee is charged to all customers establishing service in their name.
The service initiation fee will be waived for landlords who have registered with Utility Billing for the Landlord Program. With the Landlord Program, the utility services will remain active and billed to the landlord between tenants.More Information on the Landlord Program
