Finance Department

In performing a wide variety of functions, our Finance employees strive to always provide a quality service to over 385,000 citizens of Raleigh, 169,000 utility customers, 4,000 employees within the City and, of course, to City Management and the City Council. The Mission Statement shown below states our departmental vision and our underlying operating principles. I hope that you'll take a minute to read it.

The Finance Department operates as a support area within the City of Raleigh and reports to the City Manager. Our services include treasury functions, accounting, purchasing, revenue management, payroll, utility billing, audits, financial reporting and risk management.

You will note that many of our applications allow you to do business with us through the web. Technology has become a tool that helps us do our job better and also helps those who desire our services by giving easier and faster access to relevant information. The web pages for the Finance Department were developed, however, with the central objective of providing services within our philosophy of "people helping people". Divisions of Finance

The Finance Department consists of nine divisions:

Chief Financial Officer

Finance Administration

The Finance Department performs Water & Sewer Service Connections, Water & Sewer Billing, Business Licensing, Revenue Collections, Purchasing, Accounts Payable Processing, Risk Management, Internal Auditing, Financial Reporting, Systems Management, Treasury Management, and Debt Management.

Accounting and Finanicalia Reporting

Accounting and Finanacial Reporting Services

The Accounting and Financial Reporting Services Division combines the areas of general accounting, accounts payable, and financial reporting. The division managers report directly to the Controller.

Internal Audit

Internal Audit Office

The mission of the Internal Audit Office is to promote efficient, effective, and accountable city government. The office conducts financial, operational and compliance audits of all City departments, divisions and programs. Administratively, the Internal Audit Manager reports to the Chief Financial Officer.

Treasury Management

Office of the Treasury

The Office of the Treasury is responsible for debt management, investment management, and banking activities for the City of Raleigh. Other functions of the division include financial modeling and analysis, revenue projections, and departmental budget development.

Payroll Division

Payroll - 919-996-3235

The Payroll Division is primarily responsible for ensuring that all City employees receive accurate and timely paychecks net of the appropriate payroll deductions, accounting for and managing 37 different payroll earning codes, reconciling and adjusting all payroll withholding accounts.

Purchasing Division

Purchasing - 919-996-3240

Purchasing is responsible for the overall conduct or oversight of all purchases of City of Raleigh Equipment supplies and services.

Revenue Services

Revenue - 919-996-3200

Revenue is responsible for the City of Raleigh's revenue systems and the timely receipt and recording of all related payments to the City. Major areas included are Utility Payments, Business Licenses, assessments and returned check fees.

Risk Management

Risk Management

The Risk Management Division oversees Property/Casual Claims, Workers' Compensation, Safety/Loss Control and Risk Financing.

Utility Billing Services

Utility Billing Services - 919-890-3245 / after hours 919-829-1930

The City of Raleigh provides utility billing services to approximately 180,000 customers in the Raleigh area.
