The City of Raleigh is undergoing a broad remapping process to update the official zoning map to reflect the new zoning districts adopted in the Unified Development Ordinance (UDO). The UDO is a complete rewrite of the existing zoning code, which governs land use. Below is a link to an interactive map that will allow users to view existing and proposed zoning districts.

This process will not be complete until the public has had ample opportunity with staff, Planning Commission, and City Council to review the proposed changes and make comments. Your input now will shape a refined draft zoning map, which will be presented to the Planning Commission on October 14 to begin its review. There will then be a public hearing and City Council will start its review and adoption process.

Proposed Rezoning Map

Use the viewer to research any property of interest. Just enter the address and the existing and proposed zoning will be shown side-by-side if the address is in the database. Or simply click on the map and the targeted parcel will be selected. The viewer provides brief descriptions of the old and new districts. You can submit your thoughts and questions using the comment tools provided. After review, a staff response will be posted to the map. Red pins are comments awaiting staff response; green pins have responses.

How to Comment

Roadmap to Adoption

This is an ambitious effort covering more than a third of the City’s land area and nearly 35,000 parcels. There will be a comment period on the initial draft zoning map between May 19, 2014 and September 30, 2014 during which City staff will receive, analyze and respond to all comments no matter how they are submitted.

This initial draft zoning map is simply the starting point for shaping the final official zoning map. The draft map will change as the document moves through the adoption process. The methodology used by staff to prepare this starting point is outlined in the three documents listed in the “Technical Remapping Guidance to Staff” sidebar section to the right.

Staff will review and respond to every submitted comment. The refined draft map will be forwarded to the Planning Commission on October 14, 2014. There will be additional chances to comment during the Planning Commission review and City Council adoption process, with the Commission and Council having the authority to make further changes. The process for adoption of the map is outlined below.

Public Comment and Staff Refinement – through September 30

Staff will evaluate all comments received on the draft map. Revisions will be made that staff believes are consistent with the guidance documents. The refined draft map including outstanding issues will then be transmitted to the Planning Commission.

Planning Commission Review and Recommendation

The Planning Commission will receive the refined draft map at its regular meeting scheduled for October 14, 2014. We can’t predict how long the map will be under review by the commission, but there will be multiple meetings where citizens can express their opinions to the commission. Once the commission has finished its review it will forward the map to the City Council with a recommendation, which will include any further adjustments to the map that the commission believes are justified.

City Council Review and Adoption

When the City Council receives the draft map and recommendation from the Planning Commission, it will schedule a public hearing at which any citizen may speak. This public hearing will be widely advertised. All affected property owners and owners of properties within 100 feet of the parcels proposed for rezoning (as determined from the Wake County tax listing) will be sent a first class mailed notice describing the proposed rezoning and the time and place for the public hearing. There will also be a published legal notice in the newspaper, and public hearing signs will be posted throughout the areas where the rezoning will take place.

After the public hearing, the Council will begin its review. It is likely that the Council will schedule multiple meetings to review the map, either in committee or at special meetings. It is expected that there will be time set aside when citizens will be able to provide additional comment on the proposed zonings recommended by the Planning Commission.

Proposed rezonings only become official upon the adoption of an ordinance by City Council amending the official zoning map. Until that time, the existing zoning remains in full force.
